Harambee Prosperity Plan
Harambee Prosperity Plan is a targeted action to accelerate development in clearly defined priority areas, which lay the basis for attaining prosperity in Namibia. The Plan does not replace, but compliments the long-term goal of the National Development Plans (NDPs) and Vision 2030. HPP introduces an element of flexibility in the Namibian planning system by fast tracking development in areas where progress is insufficient. It also incorporates new development opportunities and aims to address challenges that have emerged after the formulation of NDPs.
The Plan is built on five (5) pillars that are made up of sub-pillars, to form the frame/structure of a house. These pillars are:

The National Development Plan [NDP5] is the main implementation mechanism towards achieving the country’s Vision 2030 aspirations. It translates into goals and programmes to achieve the identified results. The goals of the NDP5 in particular, are derived from, among others, the vision 2030 objectives and associated Key Result Areas; the SWAPO Manifesto, the Millennium Developments Goal and the Harambee Prosperity Plan. While Veterans Affairs is expected to contribute to a number of NDP5 goals, its contribution is more effective on goal number one that states to reduce inequality and eradication of extreme poverty.
