Harambee Prosperity Plan

Harambee Prosperity Plan is a targeted action to accelerate development in clearly defined priority areas, which lay the basis for attaining prosperity in Namibia. The Plan does not replace, but compliments the long-term goal of the National Development Plans (NDPs) and Vision 2030. HPP introduces an element of flexibility in the Namibian planning system by fast tracking development in areas where progress is insufficient. It also incorporates new development opportunities and aims to address challenges that have emerged after the formulation of NDPs.

The Plan is built on five (5) pillars that are made up of sub-pillars, to form the frame/structure of a house. These pillars are:

  1. Effective Governance
  2. Economic Advancement
  3. Social Progression
  4. Infrastructure Development
  5. International Relations and Cooperation
Vision 2030

Vision is a policy framework for long term National Development. The long term aspiration of the country under this vision is to become a prosperous, industrialized Namibia, developed by her human resources, industrialized Namibia, developed by her human resources, enjoying peace, harmony and political stability. This will achieved through a number of Key Result Areas (KRA) drawn from the Vision 2030 objectives to which a Veterans Affairs through its objectives and initiatives will contribute. The KRAs are listed below:p>

  • KRA1: Equality and Social Welfare
  • KRA2: Peace, Security and Political Stability
  • KRA3: Productivity and Competitive Human Recourses Institutions
  • KRA4: Competitive Economy
  • KRA5: Quality of Life
  • KRA6: Optimal and Sustainable Utilisation of Renewable and Non-Renewable Natural Resources
  • KRA7: Knowledge Based Economy and a Technology Driven Nation
  • KRA8: Regional and International Stability and Integration
NDP5

NDP5 has adopted three (3) overarching goals: high and sustainable economic growth; employment creation; and increased income equality. The National Development Plan [NDP5] is the main implementation mechanism towards achieving the country’s Vision 2030 aspirations. It translates into goals and programmes to achieve the identified results. The goals of the NDP5 in particular, are derived from, among others, the vision 2030 objectives and associated Key Result Areas; the SWAPO Manifesto, the Millennium Developments Goal and the Harambee Prosperity Plan. While Veterans Affairs is expected to contribute to a number of NDP5 goals, its contribution is more effective on goal number one that states to reduce inequality and eradication of extreme poverty.

 

Millennium Development Goal [MDG]

Namibia has played a part in the formulation of the Millennium Declaration, Which has also been adopted by all UN member states. The declaration sets out a number of objectives to be achieved by 2015. They seek to:

  1. Eradicate extreme poverty and hunger;
  2. Achieve universal primary education;
  3. Promote gender equality and;
  4. Empower woman;
  5. Reduce child mortality;
  6. Improve maternal health;
  7. Combat HIV/AIDS, malaria and other diseases;
  8. Ensure environmental sustainability and develop a global partnership for development;

The objectives and strategic initiatives of the Veterans Affairs will contribute to these objectives of the Millennium Development Goals (MDGs).

 

The Namibian Constitution and order of the President

The establishment of the Veterans Affairs was done in compliance with the order of the President of the Republic of Namibia issued in terms of Article (3), sub-article (3) (g), of the Namibian Constitution.
